Seven Structural Safeguards to Prevent Another Dictatorship in Bangladesh

To ensure that no government or leader can ever again capture the republic, BAKSAL.org puts forward seven non-negotiable constitutional pillars:

1. Prime Ministerial Term Limits: Constitutionally restrict the office of the Prime Minister to a lifetime maximum of two terms.
2. Permanent Caretaker Mechanism: Enshrine an irrevocable, non-partisan transitional election governance system.
3. Decentralization of Appointments: Supreme Court judges, Election Commissioners, and Anti-Corruption chiefs must be vetted by a multi-party parliamentary committee, not executive decree.
4. Repeal & Reform of Article 70: Restore Members of Parliament’s freedom of conscience to vote against executive overreach.
5. Bicameral Legislature (Senate): Create an Upper House representing academia, professional guilds, and civil society to review legislation.
6. Abolition & Criminalization of Black Sites: Enact strict penal statutes outlawing clandestine detention facilities (Aynaghor) with civilian oversight over intelligence agencies.
7. Guaranteed Free Speech & Repeal of Gag Laws: Abolish all criminal defamation statutes and repeal all provisions of the Cyber Security Act (CSA).
