The Ghost Case (Ghaebi Mamla) Machine: 4 Million Citizens Indicted Under Fictitious FIRs
In authoritarian Bangladesh, the judicial system was weaponized through an industrial-scale assembly line known as Ghaebi Mamla (Ghost Cases). These were police-fabricated First Information Reports (FIRs) designed to preemptively arrest, bankrupt, and paralyze opposition politicians, civil rights lawyers, student organizers, and grassroots activists.
The Boilerplate FIR Template
Across police stations nationwide, FIRs shared identical wording: an alleged gathering of 200–500 “unnamed conspirators” who purportedly exploded crude handmade bombs and obstructed police duty. Remarkably, these charges routinely named individuals who were deceased, bedridden in ICUs, or performing Hajj abroad at the exact hour of the alleged occurrence.
